Summary of Interview 090736B with Tarvii
In the second part of his interview he talked in detail about the growth of the livestock numbers since privatization #in the countryside. Consequently, the herders acquired assistant herders agreeing on the salary in various forms. Some ‘ails’ have no livestock and they migrate to central areas increasing the number of unemployed people.
He talked about the use of the herders’ pasture land, the winter and spring camping, grazing the livestock to fatten them, about the arranged unification and cooperation of the herders of other aimags who graze their cattle passing through aimag territories, the legislation related to the social life of the herders (law on livestock genetic fund in 1998, law on hygiene and disinfection, tax law) and the legislative co-ordination.
He emphasized that there was no basis of developing of small and medium enterprises in the countryside with scattered population settlements. There used to be planning and even a model for regional development. He supported developing Mongolia regionally.
