Summary of Interview 100531A with Luvsantseden
I was born in 1926 in Jargalthaan sum, Hentii aimag. I have an elementary education. In 1946 I joined to the army and since then I was a secretary and a staff instructor at the aimag centre. By that time I was supposed to attend a six-month training course for the party and state officers, but I went to the countryside and came back late. I was found to be in the wrong, and I was sent to work as a factory foreman in the countryside by the order of the aimag party committee. I did that for 2-3 years. Then I came to the aimag centre and worked as the so-called bookkeeper of the prison who had kept the dossiers of the convicts. It was tough work so under the pretext of a party summons I quit that job and went to Tsenhermandal sum of Hentii aimag to become the brigade darga. I worked as a brigade darga for 2-3 years and then I was promoted to sum secretary and the sum deputy darga. Then all of a sudden it was said that incorrect results of the haymaking had been presented to the secretary of the Central Committee. Then, I showed all the documents and said that I had never given false news. That incident was over and after that about ten drunkards were shifted to the Tsenhermandal sum authority. (At that time people who drank alcohol and wandered in the streets were concealed.) After two months, they were sent back but two drunkards remained and one of them stabbed another and killed him. At that time all other dargas were absent so I called the police. Then I was found guilty and I had to quit the sum deputy darga’s work. I was made the accountant of the Hentii aimag construction and assembling office. I had worked for three years as an accountant and became a ‘use dispatcher’ and having worked for some time I retired. I acquired some livestock through privatization and took them to the countryside and had lived there for ten years. Then I returned to the aimag centre and I’m still living here. I have witnessed two political systems and I think truth and justice always lack in a great deal in any social system.
Having heard that cattle had been distributed to the people who had been working and who had collectivized their cattle, I went to Tsenhermandal sum and submitted my petition letter thus obtaining 16 heads of small livestock (sheep and goats) and one cow with a calf by a pink coupon. I had collectivized over three hundred head of livestock in the Davshilt negdel of Tsenhermandal sum and became a negdel member. Also, I had worked for ten years therefore I was included in the privatization. In the countryside, the privatization shares differed based on how many years you had worked and the number of the livestock collectivized. I don’t remember now what I did with my blue coupons. Because I was in the countryside I wasn’t interested in the privatization coupons. In fact, I think, the herders couldn’t get the benefit of the blue coupons. The cattle were given by the small privatization 3000 togrog coupons. There were people who purchased blue coupons. Perhaps they collected the coupons and then purchased a large property.
After privatization a few people established small workshops and they worked there. But the majority are engaged in the trading.
