Kh. Uzben guai was born in Altai sum of Bayan-Ölgii aimag. He attended school and received an education, and beginning in 1969 he started his work and career.


It is said that the Kazakhs have a 1000 year history of living in Mongolia and it is not true that the Bayan-Ölgii Kazakhs had moved to Mongolia and settled 180 years ago. The Kazakhs have lived in Hovd and the Altai mountains until the present day. Initially they had been affiliated to Hovd aimag and in 1940 a separate aimag was established and since then a new path of development has begun. From 1956 the Kazakh people's life has flourished and in 1970-1980 it evidently improved and this was due to the state and government's contributions and care, said Uzben guai.


From 1960 construction has become a noted policy in Bayan-Ölgii and every household acquired a house, and in response the Kazakh people participated in the building-up of Ulaanbaatar and the Nalaih mine.


In the education sector the teachers from Kazakhstan were brought to conduct training and the teachers of their own were sent to Almaty to get trained.


The cultural campaign was aimed, firstly, to disseminate hygiene, secondly, to acquire knowledge and education, thirdly, get trained and work together. Each citizen had to carry this out, which they did.


In 1973-1974 the engineering network was laid in the aimags and the foundations to create a city was laid and this work was initiated by Uzben guai. Also, it was planned to have a unified public service center in each sum and with the implementation of this project created over 1500 jobs in Bayan-Ölgii alone. The so-called socialist labor brigades were established and they had a positive side like helping the people work in harmony and increase the work energy.


With the coming of democracy we shifted to the multi-party system and it was according to the social requirements, he said. The difference between the bosses and their subordinates has started to be eliminated now when compared to the socialist period and this is a good thing.
